Brown-out: supply voltage too low on Carrier air conditioners.
CarrierAll Carrier air conditioner codes
Voltage at the outdoor unit sagged below 187 volts for at least 4 seconds, so the board stopped the compressor and fan to protect them. It lets them restart once the supply is back above 190 volts.
Compatible models

The installer can switch brown-out protection off; codes 5 and 6 show which way it's set. On communicating Infinity systems that option is in the wall control's setup screen. After a brown-out the compressor also waits through a five-minute restart delay.

How to fix Carrier 46
Check what else is happening
If lights are dimming across the house or a storm is passing, the dip is likely on the utility side. The unit restarts by itself once voltage recovers.
Check the breaker
Look for a tripped or half-tripped breaker for the outdoor unit. Reset it once; if it trips again, leave it off.
When to call a technician
If 46 keeps coming back on normal days, have an electrician or HVAC technician measure the supply at the unit.
